The Albany County Rural Housing Alliance, Inc.(ACRHA) is a private, not-for-profit, HUD certified Housing Counseling and Community Development agency.  ACRHA’s service area is mainly rural Albany County but also extends to surrounding areas and counties.  All housing counseling services are free of charge.  Although ACRHA targets rural, low-income households, anyone (from any income level or geographic area) is welcome to take advantage of the counseling and education programs offered.  ACRHA administers numerous programs to help meet the housing needs in our community and receives funding from both public and private sources.



Homeownership Advisor

Full-time, 35-hour workweek, nights and weekends as needed, some travel required.

Required Skills

Ability to work autonomously

Thorough knowledge of Microsoft Word, Excel, PowerPoint, and Internet navigation/research.


Ability to quickly learn new computer programs as trained.

Superior interpersonal skills to assist and support clients both in person and over the telephone with difficult personal situations.

Excellent verbal and written communication skills.

Detail oriented.

Ability to plan/schedule ahead, coordinate and analyze clients personal information while maintaining 100% confidentiality.

Excellent presentation and public speaking skills


Qualifications

College graduate: BS/BA in a related field OR Associate Degree in a related field AND 2 years experience
or exposure to housing counseling or a related field.


 
Responsibilities (include but are not limited to) 
**A majority of duties must be carried out autonomously in a trustworthy and mature manner.

Provide housing related education both in person and over the phone.  Travel to a client’s home may be required, valid driver’s license and dependable transportation required.  Some evening appointments are necessary.  Counseling topics covered are: home pre-purchase, budgeting, credit repair, debt management, mortgage delinquency, home improvement and rehabilitation, post-purchase budgeting and debt management, and senior housing alternatives. Referral to our certified HECM counselor for potential reverse mortgage clients.

·         Assist potential home buyers with selecting and working with a real estate agent, attorney, and mortgage lender; obtain and analyze credit reports; determine home affordability; and understand the sales contract, loan application, and mortgage options.

·         Review and underwrite client files submitted for Down Payment Assistance to determine eligibility.
·         Collaborate with the USDA to package 502 and 504 Rural Housing Loans.
·         Co-Instruct First Time Home Buyer Class (adult education) with existing housing counselor. 
(Classes run approximately every 6 weeks and are always on a Saturday).


·         Outreach to community groups and conduct presentations about housing topics and ACRHA programs.
·         Serve as liaison to local government, schools, faith-based organizations, and other community groups to maintain ACRHA’s visibility and ensure ACRHA’s programs are addressing the needs of each group.
·         Attend training as requested. HUD certification as a Housing Counselor must be obtained before August of 2020.
Training will be paid for by ACRHA  (Occasional overnight, week long travel required.)


·         Attend area meetings as needed. (Local travel is required)
·         Maintain client files and database according to HUD guidelines, with great detail and confidentiality.
·         Coordinate closely with other office staff as needed.
·         Other duties as directed by the Executive Director and/or Supervisor.
 Salary and BenefitsSalary and benefits are determined by the grant that funds this position and influenced by job performance.
 
The yearly salary rate will be $45,000/year (minimum OT-Exempt Salary for period of 7/1/19 to 6/30/20). 
 
Albany County Rural Housing Alliance, Inc. offers a full benefits package that includes:

·         12 paid holidays per year
·         Accrual of 1 sick day per month (12 days)
·         5 personal days (35 Hours) per year (given on July 1st of each year).
·         A Request for Leave must be submitted to the Executive Director for vacation and personal days.  In addition a Request for Leave must be submitted for medical appointments (sick time), whenever possible.
·         403B retirement program (employee contribution only, NO company match) is available upon request to the Executive Director)
·         Medical 125 Program (available upon request to the Executive Director)
